Wikimedia Community User Group Georgia's Policy on Undesirable Persons

What is this policy?

Policy Against Undesirable Persons is a security policy developed by the Wikimedia Community User Group Georgia (henceforth, Wikimedia UG Georgia), based on the Wikimedia Foundation's Global Blocking Policy, Terms of Use, and the Wikimedia Community Policy on Global Blocking. This policy ensures safety, trust, and goodwill in programs, projects, and events organized or sponsored by Wikimedia UG Georgia or perceived as a partner.

What this policy is not

This current policy is not a counterpart to the Wikimedia Foundation's Global Ban Policy and the Wikimedia Community Policy on Global Ban. Also, this policy does not block a person from Wikimedia projects in case this policy applies to a specific person.

Purpose

Wikimedia UG Georgia aims to ensure safety, trust, and goodwill in its programs, projects, and events from everyone. The organization aims to ensure the participants' physical, psychological, emotional, and informational safety and provide appropriate guarantees for everyone.

Ensuring safety, trust, and goodwill will allow the organization to maximally involve and develop Wikimedia projects in the Georgian language and the Wikimedia movement in Georgia and the region.

Criteria

The following may become a reason for adding a specific person to Wikimedia UG Georgia’s list of undesirable persons:

• By their actions, the person interferes with the activity, work, or existence of Wikimedia UG Georgia;
• By their actions, the person violates the statutes, orders, and decisions of Wikimedia UG Georgia;
• The person with their actions poses a threat to the Wikimedia UG Georgia and its members or the Wikimedia community;
• The person advocates/supports hostilities, war, and military/civil conflicts that cause human death/pain or other sufferings;
• The person favors or supports the policies/actions of countries that prevent the idea of ​​spreading free knowledge and block Wikimedia projects and movements (e.g., Russia, China, Iran, Saudi Arabia, North Korea, Venezuela, etc.);
• The person threatens others online or in person, including members of the Wikimedia community;
• The person has been blocked by the Wikimedia Foundation and the Wikimedia community in accordance with the Global Ban Policy.

Prohibitions

After being added to the Wikimedia UG Georgia list of undesirable persons, a person is prohibited from:

• Participation/attendance in programs, projects, contests, and events (meetings, conferences, camps, etc.) of the Wikimedia UG Georgia;
• Membership of the Wikimedia UG Georgia;
• Employment in the Wikimedia UG Georgia;
• Participation in events registered as co-organized by the Wikimedia UG Georgia;
• Receiving a material or non-material reward from the Wikimedia UG Georgia;
• Cooperation with Wikimedia UG Georgia in any other way.

Decision

The organization's Board of Trustees decides to include a specific person in Wikimedia UG Georgia’s list of undesirable persons. At the same time, the general forum of the organization has the right to override and negate the decision of the board of trustees to include a specific person in the list, with the majority of votes of the members present at the forum.

Privacy

The list of undesirable persons of Wikimedia UG Georgia is not public, and the names of the persons included in the list are available only to the members of the board of trustees of the organization, administrative staff, and also, upon request, to the members of the general forum of the organization. The list will also be available upon request to Wikimedia Foundation representatives.

Appeal

A specific person included in the list of undesirable persons of the Wikimedia UG Georgia may appeal the decision of the organization's board of trustees to the board of trustees itself as the first instance. In case the complaint is not satisfied, the person can appeal the decision of the board of trustees in the higher and last instance, in this case, the general forum of the Wikimedia UG Georgia. The decision of the general forum of the organization is final and not subject to appeal.

Final Provisions

If the specific provisions of this current policy or their part do not correspond to the statutes of the Wikimedia UG Georgia or the laws of Georgia, the organization's statutes and the laws of Georgia shall prevail.

Wikimedia Foundation has the right to request the removal of specific persons from the Wikimedia UG Georgia list of undesirable persons.
